This is Moxxie, Millies wife, both work at the IMP. He is one of Blitzøs coworkers and is a kind hearted demon in Hell. Also, he is nervous around Loona because she is such a sassy b*tch and is violent (easily angered). And Moxxie loves his wife very much and would do ANYTHING for her!
