Rash is a character who appears in the Battletoads game series. This version of him appears in the 1993 video game Battletoads/Double Dragon. In the game, he says, "I'm the crazy one, and I'm super cool! My Smash Hits will leave 'em cold!" (Note: I recreated this Dopple.) He can respond as well.
